Small Island Makes Big Leap: Republic of Naoero to be first Pacific island country powered by 100% renewable energy by 2028
Blue Planet Alliance Celebrates Naoero’s Bold Commitment to Achieve 100% Renewable Energy by 2028

History has shown that great transformations are not always led by the world's largest economies or most powerful nations. Sometimes, they begin with the courage and determination of a Big Ocean State willing to demonstrate what others believe is impossible.
Today, the Republic of Naoero, a proud Pacific Big Ocean State with a population of approximately 12,000 people, is sending precisely that message to the world. This week, Naoero Utilities Corporation (NUC) announced a landmark Power Purchase Agreement (PPA) with Dawn Solar, in partnership with Huawei, to accelerate the country's transition away from imported fossil fuels. With its bold commitment to achieve 100% renewable electricity by 2028, Naoero is positioning itself as a pioneer in the Pacific's clean energy transition, demonstrating how decisive leadership can accelerate the journey toward energy independence.
Blue Planet Alliance Founder Henk Rogers applauded Naoero’s leadership and the global significance of its commitment.
"This is a pivotal moment, not just for Naoero or the Pacific, but for the entire world,” said Rogers. “For too long, Pacific Big Ocean States have been viewed primarily through the lens of their vulnerability to climate change. Today, Naoero is changing that narrative by demonstrating that ocean nations can lead the global energy revolution.”
Under the agreement, a 25-megawatt solar photovoltaic system supported by 75 megawatt-hours of battery energy storage will be installed, operated, and maintained by the independent power producer, with ownership transferred to NUC after 15 years. The initiative is projected to displace approximately 12 million litres of imported diesel, potentially representing almost $85 million in avoided fuel purchases before accounting for project costs and the timeframe over which fuel is displaced.
Beyond its environmental benefits, this transition represents something far more profound: energy sovereignty, economic resilience, and greater independence from volatile global fossil fuel markets.
A Pivotal Moment for the Pacific and the World
Blue Planet Alliance Founder Henk Rogers warmly congratulated the Government and people of Naoero, recognizing the significance of their leadership and commitment.
“This is a pivotal moment, not just for Naoero or the Pacific, but for the entire world.. For too long, Pacific Big Ocean States have been viewed primarily through the lens of their vulnerability to climate change. Today, Naoero is changing that narrative by demonstrating that ocean nations can lead the global energy revolution.
I am particularly proud of Naoero's determination to achieve 100% renewable energy by 2028…Setting an ambitious deadline, establishing a clear pathway, and taking concrete steps toward implementation are exactly what the world needs.
By moving away from imported fossil fuels, Naoero is not only protecting its environment but strengthening its economy, securing its energy independence, and creating a brighter future for its people.
If a nation of just 12,000 people can demonstrate that 100% renewable energy is achievable, what excuse does the rest of the world have? Naoero is not waiting for the future. Naoero is creating it, and the world should be paying attention.”
Naoero’s commitment demonstrates that leadership is not measured by population, economic power, or geographic size, but by the courage to act and the determination to succeed.
Big Ocean States Leading Global Change
For decades, Pacific Big Ocean States have faced the challenges of climate change and dependence on expensive imported fossil fuels. Yet these nations are far more than vulnerable communities. They are sovereign ocean nations with the vision and determination to shape a sustainable future.
Rather than allowing these challenges to define its destiny, Naoero has chosen to lead.
Its ambitious 2028 target signals a fundamental shift in how the world should view Pacific nations — not simply as nations seeking solutions, but as nations creating them.
For Blue Planet Alliance, Naoero's announcement embodies its mission to empower islands, states, and countries to transition to 100% renewable energy by 2045 or sooner.
Naoero is demonstrating that energy independence is not merely an environmental goal. It is a pathway toward economic opportunity, national sovereignty, and lasting resilience.
Blue Planet Alliance proudly congratulates the Government of the Republic of Naoero, Naoero Utilities Corporation, Dawn Solar, Huawei, and all those whose dedication has helped make this landmark agreement possible.
As the world prepares for COP31, Naoero’s historic commitment offers a powerful example of how ambitious goals can become meaningful action, inspiring other Big Ocean States and nations worldwide to accelerate their own renewable energy transitions.
One Big Ocean State. One Historic Vision. A Global Inspiration.
With a population of approximately 12,000 people, Naoero is sending a powerful message to more than eight billion people around the world:
The future of renewable energy does not belong to those who wait. It belongs to those who dare to lead.
Blue Planet Alliance stands proudly alongside the Republic of Naoero as it pursues its historic 2028 goal.
Naoero’s greatest legacy may not simply be achieving 100% renewable energy, but inspiring the rest of the world to follow.
Big Ocean States Leading Global Change.
For the people. For the Pacific. For our planet.
